Create the appointment account and choose an available Central Registration time.
Collect all required documents
Residency, custody, birth, health and prior-school documentation may be required depending on the student’s situation.

Cellphone bills are not accepted as residence proof. A qualifying utility document must show the physical service address.
Recently moved and do not have a utility bill yet?
The district says families may use other qualifying documentation alongside the lease or mortgage, or obtain documentation from the utility company showing service is pending at the physical address.
Living with another person?
Military health-document exception: Central Registration says it honors the military compact and gives qualifying military families 30 days after registration to provide applicable Georgia health forms when completed through an active-duty military doctor.
Compare your file against the district’s current list rather than relying on an older enrollment checklist.
Review current Houston County registration documents →Houston County Pre-K age, lottery and waiting-list rules
Age rule
For 2026–27, the child must be four years old on September 1, 2026 and live within the Houston County School District.
Lottery
Applications submitted during the February 2–27 registration window entered a computer lottery with no priority based on application date.
Notification
The district said acceptance or waiting-list status would be mailed by mid-April.
Already five by September 1? A child who will be five on September 1, 2026 and is not already enrolled in a district Pre-K classroom should use kindergarten registration instead.
Use the Pre-K page for program information, 2026–27 handbook resources and current contact details.

Private/daycare Pre-K
Students attending another daycare or Bright from the Start program still need district kindergarten registration.
Moved since Pre-K?
Complete the address-change process so the district can determine the correct school assignment.
Houston County Schools change-of-address rules
Every student address change must be reported to Central Registration—even if the family remains in the same attendance zone.
| Method | Best use | Processing note |
|---|---|---|
| In person | Any change; required when the move changes school zone. | Best route when same-day processing is needed. |
| Eligible same-zone change. | Allow processing time before assuming school/bus records updated. | |
| Drop box | Eligible same-zone documentation. | Not an instant update. |
| Eligible same-zone change. | Allow mailing and district-processing time. |
If the new address changes the school zone, complete the process in person. Do not assume an emailed address update completes a school reassignment.
Use the district’s current Change of Address page to see the approved submission routes and documentation.
Open current Change of Address instructions →How to find a Houston County school zone
Houston County attendance assignments are address based. The closest school or ZIP code alone does not determine the student’s assigned campus.
Zoning WebQuery
Search an address to see school zone, nearby bus stops, bus number and map information.
Grade-level maps
The district also provides elementary, middle and high-school zoning maps.
Moving?
Update Central Registration before treating a new WebQuery result as the student’s finalized record.
Parkwood/Westside change for 2026–27: beginning in August 2026, the schools share one attendance area; Parkwood Primary serves Pre-K–2 while Westside Elementary serves grades 3–5.
Use the district’s current address lookup rather than a real-estate listing or old boundary map.
Open Houston County zoning and WebQuery →HB251, HB224 military transfers and out-of-zone attendance
HB251
The 2026–27 application window ran June 1–30, 2026. After June 30, the district says no additional HB251 applications are accepted for that school year.
HB224 military option
Qualifying active-duty military families can request another school based on available space under the district’s current HB224 procedure.
Transportation
Parents accepting an out-of-zone transfer generally assume transportation responsibility.
Important 2026 military timing
For active-duty members moving to Houston County and living on Robins Air Force Base, the district says an HB224 request must be submitted within 10 school days after the child is registered at Central Registration when applying after the regular summer window.
HB224 approval is space dependent. Available openings can be grade specific, and approval is not a promise of district transportation.
Use the exact transfer program that matches your situation rather than a generic out-of-zone form.

Houston County bus eligibility, stop setup and late-bus help
New rider or missing bus stop?
Confirm the student’s primary address
The Transportation address must match the address recorded by Central Registration.
Check the existing stop
Use WebQuery when available to see the route, bus and nearest established stop.
Call if a new stop must be established
Provide parent/guardian contact information, child’s name, school and registered primary address.
Allow at least 3–5 days
The district says a newly added stop takes a minimum of 3–5 days, with potentially longer waits during the first month of school.
Stop-change review
Requested changes are surveyed and normally require at least five business days.
Arrival time
Students should be at the stop at least five minutes early.
20+ minute delay
The district says parents receive an automated call when a bus delay exceeds 20 minutes.
Temporary bus switching
Personal-preference or childcare requests to temporarily use another bus are not approved.
Bus drivers cannot change bus stops. New or modified stops must be approved through Transportation.
Use the Transportation page for current rider registration, route tools and bus guidance.

Houston County parent and student grievance path
The district encourages concerns to be resolved at the lowest practical level before a formal grievance moves upward.
Step I — School Principal
A parent or student may file a formal grievance orally or in writing with the school principal.
Step II — Superintendent or designee
If dissatisfied with the principal’s disposition, the grievance may move to the Superintendent or designee.
Step III — Board hearing request
If still dissatisfied, the parent or student may request a hearing before the Board under the district’s grievance procedure.
School-level discipline exception: the district says school-level discipline is subject to Level I grievance procedures only, with the principal’s decision final, while longer suspension/expulsion matters follow separate disciplinary-hearing procedures.
The district provides general, Section 504 and Title IX grievance resources.
