This guide brings those Rowan County Schools routes together. It is written for families, residents, employees and job applicants who need the correct Morehead, Kentucky district—not the similarly named Rowan County school system in North Carolina.

How to find a Rowan County Board agenda or minutes
The Board page separates current agendas, archived agendas, Board minutes, policies and video. Use the record that matches what you are trying to prove or understand.
Start on the official Board page
Do not begin with a random PDF from search results. The Board page links the district’s current meeting resources.
Check the meeting type and date
A working Board meeting and a regular Board meeting are different events. Match the date before opening materials.
Use the agenda before the meeting
The agenda shows planned business. It does not by itself prove that an item was finally approved.
Use minutes for the formal record
After approval and posting, minutes are the stronger written source for actions taken at a Board meeting.
Use video for discussion context
The district also points visitors to Board meeting video on YouTube. Video can add context but should not replace the formal record when the exact Board action matters.
Meetings are public: the district states that Rowan County Board meetings are open to the public. If you plan to speak rather than simply attend, verify the current agenda or Board procedures first because participation rules can vary by meeting.
Current Rowan County Board of Education members
Rowan County Schools organizes Board representation into five districts. The current Board page identifies Jeff Patrick as Chair and Brenda Stamm as Vice-Chair.
| Board district | Member | Role listed | District phone route |
|---|---|---|---|
| District 1 | Jeff Patrick | Board Chair | 606-784-8928 |
| District 2 | Brad Raines | Board Member | 606-784-8928 |
| District 3 | Megan Boone | Board Member | 606-784-8928 |
| District 4 | Brenda Stamm | Board Vice-Chair | 606-784-8928 |
| District 5 | Gabe Brown | Board Member | 606-784-8928 |
Freshness matters: Board membership and officer positions can change. Verify the live district page before quoting a member as Chair, Vice-Chair or representative for a particular district.
Rowan County Schools calendar: dates families should notice
The 2026–27 calendar was approved at the January 2026 Board meeting. The district maintains a dedicated Calendar page plus a live Events calendar, so families should use the district’s current version instead of keeping an old screenshot.

Rowan County Schools phone numbers
The district’s K–12 structure includes four elementary schools, one middle school and one high school, with a separate preschool program. For attendance, teacher contact, daily schedules or student-specific questions, the school itself is usually the fastest first call.
Not sure which school your child should attend? Rowan County Schools tells families to call the Board office at 606-784-8928 when they are unsure which school applies.
How to register for Rowan County Schools
Registration is not one identical process for every family. Rowan County separates grades 1–12, kindergarten, preschool and existing-student registration, and it adds an extra application when a family is requesting a school outside its attendance zone or is enrolling as a nonresident.
Start with Online Registration
New students in grades 1–12 begin with the district’s online registration system.
Add the out-of-zone form when it applies
If you are requesting a school outside your attendance zone or are a nonresident, the district requires the 2026–27 Nonresident or Out of Zone Application in addition to registration.
Prepare prior-school documents when required
Students coming from a private school or from outside Kentucky may need proof of birth, a current physical, an immunization certificate and an optional Social Security card.
Contact the correct school
After online registration, contact the student’s school for the next steps. If the school is unclear, call the Board office.
Returning students
Existing students register through Campus Parent. After login, choose More, then Online Registration, and follow the prompts.
The district says every student must have completed registration on file for the school year.
2026–27 meal form
Rowan County’s July 2026 registration notice also asks families to complete the Meal Benefits Form through Parent Portal so the district can continue its student meal program.
Rowan County kindergarten requirements
For the 2026–27 year, Rowan County Schools says a child who will be five years old by August 1 is eligible to enroll in kindergarten. Families can start registration even if every medical form is not yet in hand, but the required documents still need to be supplied.
Identity documents
Birth certificate or other proof of birth.
A Social Security card is optional for enrollment, although the district notes that it is required for future KEES scholarship processing.
Health documents
Current Kentucky school physical and immunization certificate.
Entry exams
Vision exam and a dental exam performed after age five using the applicable Kentucky forms.
Document timing: the kindergarten instructions say required forms must be turned in by the first day of school even when online registration is completed earlier.
Rowan County Preschool uses a screening process
Preschool is different from ordinary K–12 online enrollment. New preschool students must attend a screening session, and the district tells families to call 606-784-7721 to ask when the next screening is available.
Before screening
Complete new-student online registration for the preschool child only. Do not add other household children to that preschool application.
Bring supporting records
The district lists proof of birth, physical, immunization certificate, optional Social Security card, vision exam and proof of income among the preschool documents.
Screening is not an admission guarantee: Rowan County Schools specifically says that completing online registration and attending the screening does not guarantee admission to Rowan County Preschool.
Rowan County school bus and transportation help
The district Transportation Department says its fleet includes regular-route, special-needs and preschool buses as well as district vans. It reports traveling more than 3,300 miles per day and transporting about 2,000 students twice daily.
Transportation Director
Doug Binion is listed as Transportation Director.
Use the district Transportation page for the current office contact and route help.
What the department covers
Regular student transportation, special-needs transportation, preschool transportation, athletic trips, field trips and Extended School Services transportation.
Attendance-zone caution: transportation eligibility can depend on the assigned school and current district rules. Families using an out-of-zone or nonresident placement should confirm transportation rather than assuming a bus will be provided.
How to request Rowan County Schools public records
The district’s Open Records page applies Kentucky’s Open Records Law to public district records. It also explains that a public-record request is not the same thing as a student-record request.
Student records are different: transcripts, attendance information, discipline records, health information and other individual education records should go through the appropriate school or student-record process—not a public-record request.
Rowan County Schools special education contact
The district’s Special Education department provides specially designed instruction and related services. Its current page lists speech and language therapy, occupational therapy, physical therapy, health services, orientation and mobility, special transportation and transition/employment training among the available service areas.
District contact
Erin Moseley
Director of Special Education
606-784-8928, Ext. 2009
Specialized support
The district says it also has specialized vision- and hearing-impairment services and works with the Kentucky School for the Deaf and Kentucky School for the Blind when appropriate.
Keep student matters private: individual disability, IEP, health or evaluation details should be handled directly with the school or Special Education department rather than discussed in a public Board meeting.
