Professional Degree List 2026: What the Department of Education Currently Treats as Professional
If you searched for a “Professional Degree Board of Education,” there is no separate U.S. board with that official name. The current federal professional-degree list used for student-loan limits is administered through the U.S. Department of Education and Federal Student Aid.
The distinction became especially important on July 1, 2026, when new graduate and professional student loan limits took effect. A June 24 federal court order also affected part of the Department’s professional-degree definition, so Federal Student Aid published an interim implementation list that remains subject to change while the litigation continues.
What does “professional degree” mean for federal student aid?
For current Direct Loan rules, a professional student is a student enrolled in a program that awards a professional degree. The classification matters because professional students can qualify for a higher Direct Unsubsidized Loan limit than students classified only as graduate students.
The name printed on a diploma is not enough by itself. Federal Student Aid’s current implementation uses the program’s field, its Classification of Instructional Programs (CIP) code and the credential awarded. Your school’s financial aid office is therefore the best place to confirm how your exact program is being reported.
Do not use an old professional-degree list. The Department issued a new implementation list after the June 24, 2026 court order and then updated it on July 10. Older January or May 2026 articles may describe the final rule without reflecting the later court-order treatment.

Federal Student Aid’s June 29 announcement, updated July 10, identifies the following programs for professional-degree treatment during the court stay. The credential in parentheses matters; a similar program name with a different credential should not automatically be assumed to qualify.

MSN and DNP clarification: Federal Student Aid’s July 10 update says the listed six-digit nursing codes are interpreted to include programs within the same four-digit CIP code when the institution assigns that code, or the Secretary determines it is appropriate, and the program awards the same credential.
This is an interim implementation list. FSA says these designations are being used during the preliminary court stay and may change as the litigation proceeds. Your eligibility should therefore be checked against the live federal guidance, not a saved copy of this table.

Example: Pharm.D. under Pharmacy CIP 51.2001 appears on the professional list, but a graduate pharmaceutical-sciences program with a different CIP code does not become professional simply because the word “pharmacy” appears in its title.
Graduate vs. professional federal loan limits after July 1, 2026
The classification can materially affect how much a student may borrow through the Direct Unsubsidized Loan program. These are federal maximums; the amount a particular student receives can be lower.

Some existing students may have a limited Grad PLUS exception
Federal Student Aid describes a limited exception for certain students who were already in a program before the July 1, 2026 change. This is not a general extension for every graduate or professional student.
1. Already enrolled
You generally must have been enrolled in the program as of June 30, 2026.
2. Prior Direct Loan
You generally must have borrowed a Direct Loan for that program before July 1, 2026.

Are MSN and DNP programs professional degrees in 2026?
Under the current court-order implementation guidance, Federal Student Aid lists Registered Nursing / Registered Nurse with the MSN credential and Nursing Practice with the DNP credential. Nurse Anesthetist with the DNAP credential also appears on the list.
The July 10 update added an important technical clarification: MSN and DNP treatment can extend within the same four-digit CIP group when the school assigns the code, or the Secretary determines it is appropriate, and the program awards the same credential.
This does not mean every master’s or doctoral nursing-related program automatically qualifies. Ask your school for the precise CIP code and credential it reports.
Psychology is a good example of why the exact CIP code matters
The current implementation list includes several clinical and applied psychology programs when they award the specified Psy.D. or, for Clinical Psychology, Ph.D./Psy.D. credential.
