Professional Degree List 2026: What the Department of Education Currently Treats as Professional

If you searched for a “Professional Degree Board of Education,” there is no separate U.S. board with that official name. The current federal professional-degree list used for student-loan limits is administered through the U.S. Department of Education and Federal Student Aid.

The distinction became especially important on July 1, 2026, when new graduate and professional student loan limits took effect. A June 24 federal court order also affected part of the Department’s professional-degree definition, so Federal Student Aid published an interim implementation list that remains subject to change while the litigation continues.

Effective loan changes: July 1, 2026 FSA update: July 10, 2026 CIP code matters Degree credential matters Interim court-order rules
Quick answer

What does “professional degree” mean for federal student aid?

For current Direct Loan rules, a professional student is a student enrolled in a program that awards a professional degree. The classification matters because professional students can qualify for a higher Direct Unsubsidized Loan limit than students classified only as graduate students.

The name printed on a diploma is not enough by itself. Federal Student Aid’s current implementation uses the program’s field, its Classification of Instructional Programs (CIP) code and the credential awarded. Your school’s financial aid office is therefore the best place to confirm how your exact program is being reported.

🏛️ Responsible authority U.S. Department of Education and Federal Student Aid, not a local Board of Education.
🔢 CIP code The exact federal program classification can affect whether a degree is currently treated as professional.
💰 Professional limit Generally up to $50,000 per year and $200,000 aggregate under the new Direct Loan rules.
⚖️ Temporary rules Part of the definition is under a preliminary court stay, so classifications may change.

Do not use an old professional-degree list. The Department issued a new implementation list after the June 24, 2026 court order and then updated it on July 10. Older January or May 2026 articles may describe the final rule without reflecting the later court-order treatment.

Correct education authority

This is a Department of Education rule, not a school-board decision

Local school boards normally govern elementary and secondary school systems. They do not decide which graduate degrees receive federal professional-student loan treatment.

For this topic, the important federal entities are the U.S. Department of Education and Federal Student Aid. Colleges and universities then use federal program classifications when they originate and report eligible student loans.

Department of Education

Issues regulations and federal student-aid policy under the Higher Education Act and related federal law.

Federal Student Aid

Publishes operational guidance used by participating colleges, universities and financial aid administrators.

Your school

Assigns or reports the applicable program information and determines your actual aid package under federal eligibility rules.

Federal Student Aid’s June 29 announcement, updated July 10, identifies the following programs for professional-degree treatment during the court stay. The credential in parentheses matters; a similar program name with a different credential should not automatically be assumed to qualify.

MSN and DNP clarification: Federal Student Aid’s July 10 update says the listed six-digit nursing codes are interpreted to include programs within the same four-digit CIP code when the institution assigns that code, or the Secretary determines it is appropriate, and the program awards the same credential.

This is an interim implementation list. FSA says these designations are being used during the preliminary court stay and may change as the litigation proceeds. Your eligibility should therefore be checked against the live federal guidance, not a saved copy of this table.

Programs FSA says are not treated as professional during the stay

Similar wording does not guarantee the same federal classification. The current FSA announcement specifically lists several related programs that are not treated as professional-degree programs during the court stay.

Example: Pharm.D. under Pharmacy CIP 51.2001 appears on the professional list, but a graduate pharmaceutical-sciences program with a different CIP code does not become professional simply because the word “pharmacy” appears in its title.

Why the list matters

Graduate vs. professional federal loan limits after July 1, 2026

The classification can materially affect how much a student may borrow through the Direct Unsubsidized Loan program. These are federal maximums; the amount a particular student receives can be lower.

Student category Annual Direct Unsubsidized limit Relevant aggregate limit
Graduate student who has never been a professional student Up to $20,500 Up to $100,000
Graduate student who was previously a professional student Up to $20,500 Up to $200,000, reduced by professional borrowing
Professional student Up to $50,000 Up to $200,000, reduced by graduate borrowing
Lifetime maximum Federal Student Aid states that a $257,500 lifetime maximum aggregate limit also applies under the new rules.
Grad PLUS Direct PLUS Loans are no longer generally available to graduate or professional students for new borrowing beginning July 1, 2026.
School-level limits A school may have authority to establish a lower program-level federal student loan limit, so the federal ceiling is not a promise that the full amount will be offered.

Loan limit is not the same as financial need or cost of attendance. Your school still determines actual eligibility, applies cost-of-attendance rules and considers other aid and federal borrowing restrictions.

Transition rule

Some existing students may have a limited Grad PLUS exception

Federal Student Aid describes a limited exception for certain students who were already in a program before the July 1, 2026 change. This is not a general extension for every graduate or professional student.

1. Already enrolled

You generally must have been enrolled in the program as of June 30, 2026.

2. Prior Direct Loan

You generally must have borrowed a Direct Loan for that program before July 1, 2026.

3. Continuous enrollment

You must remain continuously enrolled in the same program at the same school for the exception described by Federal Student Aid.

If you transferred schools, changed programs, took a break or are unsure whether your prior borrowing satisfies the transition rule, ask the financial aid office to review your actual loan history rather than relying on a general online example.

Verify your own program

How to check whether your degree is currently treated as professional

1

Ask for your exact six-digit CIP code

Do not rely only on the marketing name of your program. Ask the registrar or financial aid office for the Classification of Instructional Programs code assigned to your program.

2

Confirm the credential awarded

A matching subject is not enough. Compare the credential your program awards with the credential shown in current FSA guidance.

3

Check the live FSA announcement

Because the court stay is ongoing, verify that your CIP code is still on the current professional-degree implementation list.

4

Ask how the school is reporting you

Your financial aid office can confirm whether it is originating your Direct Loan at the graduate or professional grade level under current federal guidance.

5

Review your actual aid offer

Professional classification does not guarantee a particular loan amount. Review the school’s financial aid offer and ask what annual, aggregate or institution-set limits apply to you.

Useful question to send your financial aid office: “What six-digit CIP code is assigned to my program, what credential is reported, and am I currently classified as a graduate or professional student for Direct Loan limits?”

Nursing clarification

Are MSN and DNP programs professional degrees in 2026?

Under the current court-order implementation guidance, Federal Student Aid lists Registered Nursing / Registered Nurse with the MSN credential and Nursing Practice with the DNP credential. Nurse Anesthetist with the DNAP credential also appears on the list.

The July 10 update added an important technical clarification: MSN and DNP treatment can extend within the same four-digit CIP group when the school assigns the code, or the Secretary determines it is appropriate, and the program awards the same credential.

This does not mean every master’s or doctoral nursing-related program automatically qualifies. Ask your school for the precise CIP code and credential it reports.

Psychology programs

Psychology is a good example of why the exact CIP code matters

The current implementation list includes several clinical and applied psychology programs when they award the specified Psy.D. or, for Clinical Psychology, Ph.D./Psy.D. credential.

Other psychology fields are specifically listed by FSA as not treated as professional during the stay, including Educational Psychology, Industrial and Organizational Psychology, Community Psychology and Applied Behavior Analysis.

Examples currently treated

Clinical Psychology, Counseling Psychology, School Psychology, Clinical Child Psychology, Health/Medical Psychology, Family Psychology and Forensic Psychology when the listed credential requirement is met.

Examples not currently treated

Educational Psychology, Industrial and Organizational Psychology, Community Psychology, Applied Psychology and Applied Behavior Analysis appear on FSA’s current “not treated” list.

Calendar and rulemaking timeline

How the 2026 professional-degree rules reached the current position

There is no “Professional Degree Board” meeting calendar. The relevant calendar is the Department of Education’s rulemaking, final-rule and court-order timeline.

Date What happened Why it matters
Sept. 29–Oct. 3, 2025 RISE negotiated-rulemaking Session 1 Department and negotiators discussed implementation of higher-education loan changes.
Nov. 3–7, 2025 RISE negotiated-rulemaking Session 2 Further regulatory discussion included professional-student definitions.
Jan. 30, 2026 RISE proposed rule published The Department formally proposed its new professional-degree interpretation.
May 1, 2026 RISE final rule published Final federal Direct Loan regulations were issued.
June 24, 2026 Federal district court preliminary stay Part of the Department’s professional-degree definition was temporarily stayed.
June 29, 2026 FSA interim program list published Schools received operational guidance for professional-degree loan reporting during the stay.
July 1, 2026 Major new loan provisions became effective New graduate/professional limits and the general elimination of Grad PLUS for new borrowing took effect.
July 10, 2026 FSA list updated MSN/DNP CIP treatment and Clinical Psychology Ph.D. inclusion were clarified.

Why dates matter: an article published in January or May 2026 may accurately describe the rulemaking at that time but still be outdated for a student checking eligibility after the June court order.

Troubleshooting

Common professional-degree list mistakes

“My degree sounds professional.”

Every advanced career-oriented degree is not automatically a professional degree for the federal loan-limit rule. Check CIP code and credential.

“My profession requires a license.”

Licensure can be relevant, but current federal treatment is not determined by that fact alone during the court stay.

“My school calls it a professional program.”

A university’s internal terminology can differ from the federal classification used for Direct Loan limits.

“The field appears on the list.”

Check the specific credential and CIP entry. Related programs in the same broad field can receive different treatment.

“I saw an older Department list.”

Use the July 10, 2026 FSA update or any later official replacement because the June court order changed implementation.

“Professional status means I get $50,000.”

$50,000 is an annual federal maximum for eligible professional students, not an automatic loan award.

FAQs

Professional degree list FAQs

Is there a Professional Degree Board of Education?

No. The federal professional-degree classification relevant to student loans is handled through the U.S. Department of Education and Federal Student Aid, not a separate Board of Education.

What is a professional student for federal student aid?

A professional student is enrolled in a program of study that awards a professional degree. Current federal guidance determines which programs receive professional treatment for Direct Loan limits.

Why does the professional degree list matter?

Beginning July 1, 2026, professional students generally have a higher Direct Unsubsidized Loan annual limit than students classified only as graduate students.

How much can a professional student borrow each year?

Federal Student Aid states that eligible professional students can generally borrow up to $50,000 per year in Direct Unsubsidized Loans, subject to applicable aggregate and other eligibility limits.

What is the graduate student annual limit?

The standard annual Direct Unsubsidized Loan limit for graduate students under the new rules is generally $20,500.

Is an MBA considered a professional degree for these federal loan limits?

The Department’s 2026 rulemaking did not classify the MBA as a professional degree for this purpose. Students should still verify their current federal classification with their school’s financial aid office.

Is an Ed.D. a professional degree for these loan limits?

The Department’s 2026 rulemaking did not treat M.Ed., Ed.D. or Ed.S. programs as professional degrees under its professional-student definition. Check current FSA guidance in case later litigation or rule changes alter treatment.

Is physical therapy currently on the professional degree list?

Yes. During the current court stay, Federal Student Aid lists Physical Therapy / Therapist under CIP 51.2308 with PT or DPT credentials.

Is occupational therapy currently treated as professional?

Yes. The current interim list includes Occupational Therapy / Therapist under CIP 51.2306 with OT, MSOT or OTD credentials.

Are MSN and DNP programs currently included?

Yes, subject to the July 10, 2026 FSA clarification concerning the applicable four-digit CIP grouping and the same required credential.

Is every psychology doctorate a professional degree?

No. The current list includes particular clinical and applied psychology CIP codes with specified credentials, while several other psychology fields are expressly listed as not treated during the court stay.

How do I find my program’s CIP code?

Ask your school’s registrar or financial aid office for the exact six-digit Classification of Instructional Programs code assigned to your program.

Can the professional degree list change again?

Yes. Federal Student Aid describes the current court-order designations as interim and says they may change as litigation proceeds.

Did Grad PLUS end for graduate and professional students?

Direct PLUS Loans are no longer generally available for new graduate or professional borrowing beginning July 1, 2026, although Federal Student Aid describes a limited transition exception for certain continuously enrolled students.

Who should I contact if my program is missing from the list?

Start with your school’s financial aid office. Ask for the program’s CIP code, credential and the grade level being reported for Direct Loan purposes, then compare that information with current Federal Student Aid guidance.

Before borrowing

Check your exact program, not just your degree title

The safest way to use the 2026 professional degree list is to match three things: your school’s exact CIP code, the credential your program awards and the latest Federal Student Aid guidance. A broad field name such as psychology, nursing, pharmacy or education is not precise enough by itself.

If your financial aid package depends on professional-student status, ask your school’s financial aid office to confirm the classification in writing and recheck the federal guidance before accepting additional loans.
