Major July 2026 update

Harrison County Schools partial state intervention explained

On July 8, 2026, the West Virginia Board of Education approved a partial intervention involving Harrison County Schools.

This is important governance information, but it does not mean families should stop using Harrison County Schools for school calendars, teachers, enrollment, buses, WVEIS, meals or other normal student services.

👔

Administrator hiring

State Superintendent authority includes hiring of administrators and principals.

💰

High-level finance

Certain major financial decisions fall within the intervention authority.

🏛️

Board decisions

Some county Board decision-making is subject to State Superintendent authority or approval.

What the district reported after intervention began

Governance review: state representatives discussed concerns involving district governance.
Financial management: financial systems and sustainability were part of the intervention discussion.
Staffing: staffing levels and certain personnel actions are under additional review.
Special education: special-education services were identified among the areas being reviewed.
200+ day employees: the July 21 meeting recap says certain personnel actions involving employees working more than 200 days required state approval.
State-approved contracts/items: July reporting included buses, HVAC services, speech therapy and legal services among state-approved matters.

For a parent: continue using your child’s school and normal HCS systems. The intervention matters most when interpreting major governance, finance, leadership and district-level personnel decisions.

Board meetings

Harrison County Board meetings, BoardDocs, video and speaking requests

Recent regular Board meetings have commonly been scheduled at 6:00 p.m. in the Board Room at 445 W Main Street, but organizational, special, hearing and other meeting types can use different times or locations.

📅

Meeting dates

Use the live Board Meeting Dates filter rather than calculating a recurring pattern yourself.

📄

BoardDocs

Use for agendas, policies, minutes, meeting materials and Board library research.

🎥

Video

Use live or archived meeting video for discussion context; use official records for formal actions.

Before attending a meeting

1

Verify the exact event

Confirm whether it is a regular, special, hearing, organizational or other Board meeting.

2

Confirm date, time and location

Do not rely solely on a previous meeting’s 6:00 p.m. start time.

3

Open the agenda

Check whether the issue you care about is actually scheduled.

4

Use the Delegation Form if you want to speak

The district provides a dedicated delegation process instead of asking residents to use a generic message form.

The Board approved 2026–27 meeting dates on June 16, 2026, but the meeting recap also noted that a March 16 date needed review because of state basketball scheduling. That is another reason to verify the live calendar instead of hard-coding every Board date into a permanent article.

Attendance rules

Parent absence notes, chronic absenteeism and truancy

📝

10 parent notes

The district says parents/guardians may write up to 10 parent notes per year to excuse absences.

📊

18 total absences

10% of a 180-day year is about 18 days and is used to explain chronic absenteeism.

⚠️

10+ unexcused

The current district guide identifies 10 or more unexcused absences as truancy.

🎯

9 or fewer

District guidance encourages students to stay at or below nine total absences for the year.

Truancy intervention progression

1

3–5 unexcused absences

District guidance says the parent/guardian may be contacted by the principal.

2

10+ unexcused absences

Written notice and a conference with the principal/attendance workers are part of the district’s published process.

3

Support and home contact

Home visits and community-service referrals may be used when needed.

4

Attendance Director referral

Continued truancy can move to higher-level attendance intervention and potentially legal action.

Absence form: HCS provides an electronic Absence Excuse Form that routes to the appropriate school office. Save or print your submission for your own records.

🧸

Universal Pre-K

Standard 2026–27 registration is for children who were 4 years old by June 30, 2026.

🎒

Kindergarten

Children who were 5 years old before July 1, 2026 are eligible.

Well Child Exam: physician-signed and dated within the previous 365 days, or appointment card.
Oral Health Form: dentist-signed and dated within the previous 365 days, or appointment card.

The current Pre-K page says a birth certificate can be ordered at registration for $12 by check or money order; no cash is accepted.

Pre-K placement rules

All students offered a spot

The current district page says all students will be offered a Pre-K spot.

First choice not guaranteed

Placement depends on the date/time a completed packet is received and capacity.

Out-of-area transportation

The district says transportation is not provided when a Pre-K student attends outside the home-school area.

Kindergarten: do existing HCS Pre-K students register again?

The district says children who attended a Harrison County preschool program such as Head Start, Mother Goose, Lasting Impressions or Cubby’s do not need to register again for Kindergarten.

The scheduled spring registration events have passed. If you still need to enroll for 2026–27, contact the child’s home school for the current late/new-enrollment process rather than assuming enrollment is closed.

School entry

Health, dental and vaccine requirements families can miss

Harrison County’s School Entry Requirements page identifies specific grade-entry health requirements that go beyond initial Kindergarten registration.

🩺

Health examination

Students entering Pre-K, Kindergarten, Grade 2, Grade 7 or Grade 12 must show proof of the required comprehensive health examination.

🦷

Dental examination

The district also identifies dental-health documentation for those entry grades.

📅

365-day window

The examination must fall within the required period described by the district before school entry.

Important Grade 7 and Grade 12 vaccine reminder

Grade 7: district reminds current sixth-grade families that proof of Tdap and meningitis vaccination is required before fall entry.
Grade 12: district reminds current eleventh-grade families that vaccination proof is required before school entry.
Meningitis after age 16: the district notes that twelfth-grade students need a meningitis vaccine given after age 16, which can mean an additional dose when an earlier dose occurred before age 16.

Use the live district page and linked West Virginia immunization guidance before relying on an older checklist.

Which Harrison County Schools form should you use?

HCS separates online e-forms from documents that need a doctor or other signature. That distinction matters because not every form should be submitted the same way.

📱

Electronic forms

Parent e-forms are automatically sent to the appropriate school office. The district recommends printing each submitted form for your records.

🖨️

Signature / hand-delivery forms

Some forms require completion on a device, downloading, printing, a provider signature and physical delivery.

Closings & communication

Why am I not receiving Harrison County school calls or texts?

HCS says the most common cause is outdated or incorrect contact information in the student’s school record.

1

Call your child’s school

Ask staff to confirm the parent/guardian phone number and email on file.

2

Correct old or mistyped information

A missing digit or old phone number can prevent emergency notifications.

3

Allow changes to propagate

District guidance says to allow up to 24 hours for changes to take effect.

District communications use different channels for different purposes: text for quick/time-sensitive notices, phone calls for urgent information, email/newsletters for information families may need to reference later, and the website for official/current details.

Weather: never use an old screenshot as a live closing or delay notice. Check the district and current West Virginia school-closing information.

Troubleshooting

Common Harrison County Schools problems and the best fix

📅 An OS Day is on my calendar

Fix: recheck the live district calendar before planning travel because OS Days may become instructional days.

🗓️ I need the next Board meeting

Fix: use current Board Meeting Dates and BoardDocs; do not assume every meeting follows the same time.

🏛️ I heard the state took over

Fix: the July 2026 action is a partial intervention. Families still use normal HCS school and parent services.

🔐 WVEIS registration failed

Fix: use the email already supplied to your child’s school. HCS employees should not use their k12 work email for parent access.

📝 My absence still looks unexcused

Fix: keep the electronic form confirmation and contact the school office to verify processing.

🎒 We missed spring Kindergarten registration

Fix: contact the home school for the current enrollment process; the old event date is not a permanent enrollment deadline.

🧸 We want a different Pre-K location

Fix: first-choice placement is not guaranteed, and out-of-area Pre-K transportation is not provided.

🩺 My child enters Grade 7 or 12

Fix: check current Tdap/meningitis requirements before the first day rather than waiting for school entry.

🚌 My bus information looks old

Fix: use the live Transportation page and contact the school for a same-day child-specific issue.

🍎 My child needs a medical diet

Fix: use the Special Dietary Needs form; a licensed medical authority must complete the provider sections.

🎓 I need a United High transcript

Fix: the current district Parchment page does not list United High. Ask United High or HCS which records route currently applies.

❄️ I am not receiving snow-day messages

Fix: ask the school to verify your phone/email information and allow district data changes time to update.
