How adult seats work
Adult Board members are elected by county voters. District-seat members reside in their named district, while two members serve at large.
Student Member voting rights

Regular public comment during Board business meetings and work sessions has a different process from formal public hearings such as budget or boundary hearings.

Signs
Current guidance limits signs to 8.5 × 11 inches and prohibits mounting them on sticks.
Public hearings are different. Budget, CIP and boundary hearings may use different registration windows and speaking limits. For many formal hearings, individuals receive three minutes and organizations/municipalities/elected officials may receive five minutes unless the hearing notice says otherwise.
Student and employee privacy: the Board says individual student or employee matters are not the proper subject for regular public comment. Use the confidential school, administrative, appeal or Board communication process instead.

The Board approved the 2026–27 calendars in December 2025 and approved an adjusted traditional calendar in April 2026 after more than 30,000 survey responses and additional community feedback.

Arcola Elementary uses an Innovative Calendar
Arcola Elementary has a separate 2026–27 Innovative Calendar with 206 instructional days beginning July 6, 2026 and an extended August break. Arcola families should not assume every traditional-calendar date applies.

FY2027 Operating Budget
On June 4, 2026, the Board adopted a $3.72 billion operating budget after addressing a $36 million funding gap.
Countywide elementary & middle study
The Board is moving forward with a long-range study that may examine boundaries, facility utilization, consolidations and school closures.
K–8 screen-time review
The July 16 Board action directs MCPS to review school-issued device use, screen time, filters and opportunities to reduce unnecessary use.
K–8 screen-time review timeline
The Board-directed review is expected to examine instructional vs non-instructional device use, content-filter effectiveness, age-appropriate screen guidance, and potential costs or impacts. The report is scheduled to be presented to the Board by March 2027.

Two different boundary stories are active in 2026. Families should not mix the already adopted secondary-school actions with the newer countywide elementary and middle school study.
Already approved in March 2026
The Board approved new secondary boundaries connected with reopening Charles W. Woodward High School, expanding Northwood and Damascus high schools, relocating Thomas S. Wootton High School to Crown Farm and establishing regional secondary programs.
Implementation begins in the 2027–28 school year.
New countywide elementary/middle study
The newer process looks at enrollment trends, capacity, facility conditions, student access and potential consolidations or closures across elementary and middle schools.
This is a study process—not an immediate countywide reassignment.

For most new students, enrollment starts by confirming the correct home school and then registering online through ParentVUE or directly with the school when using paper registration.
Confirm the student’s assigned school
School assignment is primarily based on the student’s bona fide Montgomery County residence.
Create or use ParentVUE
New MCPS families create a ParentVUE account. Existing MCPS parents use their current ParentVUE account for online registration.
Upload or bring the required documentation
First-time MCPS registration generally requires proof of residency, identity/relationship, student age and health/immunization information.
Watch for school confirmation
MCPS says online families should generally expect a confirmation email from the school after the registration is processed; timing can vary with volume.

Renter residency

A child who is age 5 by September 1 is eligible for kindergarten.

In-person sessions

Recent schooling outside the U.S.
Use International Admissions when a student is age 7 or older by September 1 and has not attended a U.S. or accredited U.S.-style school within the previous two years.
Not living with parent/legal guardian

A Change of School Assignment lets a family request a school other than the student’s assigned home school. It is not the same process as ordinary new-student registration.
2026–27 transfer season
The 2026–27 COSA season opened in February 2026 and closed April 7, 2026.
Application method
MCPS requires COSA requests to be submitted online through ParentVUE.
Transportation
By accepting a COSA, the parent/guardian is responsible for transportation.
Late request
Post-deadline requests generally require circumstances such as a recent move or unforeseen emergency event.
What can support a COSA request?
MCPS identifies unique hardship as one possible basis: extenuating circumstances related to a student’s physical, mental or emotional well-being or the family’s individual situation that could be mitigated by changing schools. Problems common to large numbers of families do not automatically qualify.
Overcapacity restriction
Schools at least 10% above identified building capacity are generally closed to COSA requests after July 1 under the district’s overenrollment rule. A family claiming unique hardship may still file, but MCPS may require selection of a school that is not over capacity.
Consortium exception
Some students in the Northeast Consortium, Downcounty Consortium or Middle School Magnet Consortium use the consortium Choice/appeal process rather than a standard COSA when requesting another school within the same consortium.

The Division of Appeals handles several formal processes, including transfer, residency, grades, enrollment, tuition, transportation, athletic eligibility and discipline-related matters.
COSA denial or rescission
The appeal must be emailed to the Division of Appeals within 15 days of notification. Include the denial/rescission letter, reason for appeal, explanation of unique hardship if applicable and supporting documentation that can be independently verified.
Where does the student attend during a COSA appeal?
COSA denial appeal
The student must enroll in and attend the home school while the appeal is pending.
COSA rescission appeal
The student may remain at the COSA-assigned school during the initial rescission appeal, subject to the current appeal rules.
Complaint from the Public
A formal Complaint from the Public is intended for situations where normal problem solving has not resolved a disagreement about a school/department decision, Board policy, MCPS regulation or procedure and there is no separate dedicated appeal process.
Do not assume every appeal has the same deadline. Some matters use 15 days, some Board-level suspension/expulsion appeals use 10 days, and an appeal from an MCPS Board decision to the Maryland State Board may use a 30-day deadline. Always follow the deadline printed in the decision and the procedure for that exact issue.

School-first rule: for an active student’s attendance, classroom, dismissal, health room, teacher communication or same-day campus issue, the child’s school will usually have better immediate context than a central Board number.
