OPRA is not a shortcut around FERPA. An individual student’s transcript, health record or education record belongs in the student-record process, not a generic public-record request.

Millville’s OPRA instructions describe the normal seven-business-day response framework after the records custodian receives a request, subject to applicable law, exemptions and circumstances.
